It's FPS-RPG...but you'll spend most of the time shooting stuff (mostly Raiders) with standard FPS mechanisms that are not influenced very much by (non-existing) skills. Other aspects of RPG are terribly watered down and while it still has some things that keeps it away (so far) from ending up in the same basket with the likes of FarCry 3/4, it's far from proper RPGs that FO1/2 were or even botched attempt that FO3 was.

It's not unfun game to play, especially if you accept that it's not actually proper Fallout, but if you're long time fan chances are you'll be dissapointed in direction Bethesda is heading with it.

For comparison, as I'm not a FallOut fan, FO 4 is like Mass Effect 2 or worse?

I'd say they're about the same, if you're asking for ME1 to ME2 and FO3 to FO4 dumbing down factor (though, as I said, as a fan, even FO3 was dumbed down version of FO1/2). Considering you're not a fan, chances are you'll enjoy it, if you don't expect actual RPG...I don't find it to be terrible game per se, it's just not very good RPG and quite terrible Fallout.

Ultimately, don't listen to me too much on the matter - I hated when Bethesda got Fallout IP from Interplay, plus it's no secret that I don't like their games that much, apart from Morrowind of course.

I was talking about the Action vs RPG elements of ME 2 that turned it more into a shooter than an RPG.

And don't worry, we all have our opinion and different points of view. But it would help if someone else who played the game talks about it.
