It shouldn't just have to come down to Nintendo opening their wallet at every turn. They need to create the platforms that make the third-parties (or second-party in regard to TPC) make such games.
Also I'm sure that it's no secret that Nintendo has stopped Wii U and (mostly) 3DS support. Many of the recent 3DS games to come out use assets from prior games and many Wii U games are being worked on by other companies and not really by Nintendo proper.
