It doesn't matter if someone buys the game just for the PS4 or buys it for the PSVR -- they get platform royalties. If they sell the hardware at cost -- it will be a net win either way. Keep in mind that Sony pictures will start producing VR experiences in addition to the actual games soon enough.
If they establish a foothold in VR (and its successful) they can have another leg up on both Xbox and Nintendo), and if they can beat the competition this could be a nother bluray vs HDDVD situation.
