I think he's talking about what people didn't like about Obama, whether it was true or not. You'll notice that the next sentence says he was born in Kenya.

I'm pretty sure the CIA wouldn't allow Obama to be president if he wasn't a US-born person. CIA stalks us enough to not let something as big as that slip by
