This isn't gymnastics. In Gymnastics, there are strict requirements for what it takes to get a 10. If there is any flaw detected, it's no a 10. Games are entertainment. Movies get "pefect" 4/4 or 5/5 all the time. Games are somewhere inbetween because a lot o reviewers use a larger scale than just 4 or 5 stars. The games Rocketpig mentioned all did things no other game has ever done. Halo 3: replays and forge; Bioshock: unique storytelling, atmophsphere; GTA IV: most polished open world ever, fixed aiming, great story; SMG: gravity, pointing, polish; etc. Not every reviewer gave those games 10. There are several places that rarely give 10's out that gave it to GTA IV. It means something. That's why it's the highest rated game. A lot of people didn't get 10's to the other games, so the average is lower. If you don't like a lot of 10's despite there being so many revolutionary games, then just read the reviews from sites/magazines that rarely give a 10. It means more from them. OPM doesn't get out a lot of 10's, btw... 10 doesn't mean perfection. All games have flaws. It's just which game has a higher ratio of greatness compared to the flaws that deserve higher scores. Of course, there will always be people that want a gymnastics scale, but there are too many factors to use that and opinions will always differ.
