I would argue that one of the biggest reasons Rayman sold well in comparison to COD is that Rayman Legends was a featured title during the Wii U's launch and in a genre (platformers) that Nintendo created a large audience for.

Speaking of CoD, it makes me wonder why Nintendo didn't do more to help grow the 1st person shooter audience on Nintendo platforms when there was a definite demand that was cultivated by Rare and Acclaim during the N64 era with games like Goldeneye, Perfect Dark and Turok.

The's a shooter base there just not on that's into yearly shooters like COD or your typical mainstream shooters, the games you mentioned aren't really the same as the shooters today. Splatoon did well because it's not like other shooters, no matter how much you push for something you can't force people's tastes, Rayman did well simply because it fell more into the line of the audience's taste not to mention it was the first known Wii U game as it was leaked most likely by Ubi themselves.

For a shooter to gather some interest the developer themselves would have to come up with something that isn't typical while maintaining good quality, Nintendo can't help them with that.
