You can use up to two different types of items per turn, as stated above counts as 2 items. You can use items on Pokemon that you're not voting for and the Pokemon move and special movve doesn't count as an item, however it does take up one of the two Pokemon you can target that turn. I've used rare candies on Rayquaza without voting for him. Moves become votes, The Pokemon that is upvoted is the only one that can use moves. You can target other Pokemon you are not downvoting as long as it is not a move you're using.
