Why doesn't Sony just release an app that makes PS4 into a dual boot PS4/Steambox, where's the down side? PC gaming and PS4 gaming in one box connected to your TV, for $349. If the exploit is just around the corner beat the jailbreakers to the punch.

1) it would make a vulnerable entrypoint for hackers, ps3 was only ever jailbroken because of otherOS. Even if an exploit is released, they can probably patch it.

2)that would imply in running Steam/gog/cracked PC games. This includes games on PSN and even Sony-funded like SFV.

3)this could make console platforms lose relevance compared to PCs.

Those 3 points exactly^

Just get a PC then. For this price you can do way better than a PlayStation 4  and still read blurays

Buying a PS4 and PC is better than a buying a PS4 that dual boots as a steam box? I don't think so.

The only way console platforms are relevant compared to PC are that you play on TV and console exclusive games. Steambox already negates one of those things. Which just leaves the console exclusive games, that will always remain relevant.
