There are more comments pointing to a home console than a handheld. Just wouldn't make sense the "somewhere in 2017" for the home console - the one that needs to be replaced the most.

Why should the home console replaced first? Doesn't make sense to me. And everything points to 2016 release of the 3DS successor. And two new hardware devices in one year? Nah...

As for the article, there are a few things that cast doubt of it's legitimacy. For example, them talking about the shared account system between the devices.
It's written as if from the perspective of a fan, based on the rumors we already know, but doesn't quite seem to understand how developers work. Let alone leaks. Name dropping the specific studio for example.

To be fair, the 3DS is facing the same kind of barren 1st party release schedule in 2016 that you'd see in a transition year between generational hardware with the last big unannouned game for it probably being Pokemon Z.  To me, it just helps push the idea that the NX is going to be something that -- bare minimum -- has a shared library since both the 3DS and Wii U are winding down at the same time.
