It wouldn't be too hard to take existing AMD drivers and tweak them a bit to get them running on the PS4. They are general enough that it should work. The linux population is used to messing with drivers because driver support can be abysmal at times. Sure, the drivers won't be the most efficient, but that isn't a realistic goal.
Honestly, people have been able to get linux to work on ARM devices (or locked Windows X86 tablets), building it from the ground up pretty much, and these devices have low specifications. I doubt it would be more difficult to get a PS4 version working besides the actual jailbreaking of the console.
I agree though. Running intensive steam games natively is a dream at best. The PS4's CPU struggles enough with console optimization.
