No.. The PS/Vita TV is a joke(It was not a PS4 TV)..never a fully realized product.. and it was gimped..   The Xbox TV/Mini would run FULL Xbox software..  So they would not be similar products by any means..    Microsoft is going to a ONE STORE idea.. thats what people aren't getting here..   This device would have Microsoft Store, because eventaully ALL WIndows products will...even the current X1..    It will be a small digital only device..   and they could sell it for $199..  with the current apps and TV intergration.. it would be a BETTER option then Apple TV or Roku..      (I dont compare to Chromecast as it is NOT a standalone streaming box)..
