A fully digital XboxOne with no Optical Disk is not that unbelievable, but I don't see how that would lead to a much cheaper device than a regular XboxOne.
And a new device based on the Xbox platform with lower specs could also be possible, but it would need its own separate digital store because it wouldn't be able to play all the XOne games and it could lead to problems with people confusing both devices.
