I'm sorry what game are we talking about here?
GTA, where you can speed past police cars and nothing happens, where sometimes you can run over a policeman and let 2 minutes (hours in the game) go by before they lose interest. or where you can shoot 20-30 pedestrians before anything happens (as long as the police are not in the immediate area)
