I don't know what he has on mind right now. The only thing we can be certain about, is that it will be a real Kojima Game

If an already artistic vision in Kojima's mind made him/them decide which path to go: open or more linear, than I suppose they could choose between the two options taking into consideration the two following factors:

- budget: how ambitious they could be with the world they are creating

- how successful the latest approach to MGS with MGSV has been and relative positive critical reception
