Steam's security is fine. As is their track record, so something of this scale happening is mostly definitely a surprise. Even this wasn't a security breach in the traditional sense, just a fuck up on Valve's end.
That said, i do think they've handled the situation pretty poorly. They were were radio silent for the majority of it, and (to the best of my knowledge) they've still not apologized to their user for something that appears to have been entirely their fault.
