VHS being the bigger seller up until 2003 (assuming that's even true) doesn't mean anything other than DVD players were expensive, thus, surprise surprise, the PS2 was not only a DVD player but a gaming device all in one. I know I had a PS2 before my house ever had a DVD player and I imagine it was much the same for alot of people.

PS2 launched with DVD already established and growing, for the price of a good DVD player, you could get a PS2, it was a fucking win win.

PS3 launched with not only with Blu-Ray a feshly released and unproven format but with HD formats as a whole uproven. Blu-Ray was in the midst of a fevered format war with HD-DVD and to this day the benefits of HD formats are still arguable at best. DVD was a step towards utility & convenience over a severly outdated predicessor, it was a no brainer. Blu-Ray is only a step towards luxury and will never be the revolution to DVD that DVD was to VHS.

It's not an equal step, but it's still a step forward worth investing in. The PS3 is now a "fucking win win" since the PS3 caused the war to end. The biggest convenience for Blu-ray is that, unlike CDs and DVDs, it can't be scratched. Skips and disc read errors should be mostly forgotten.
