I thought that too, but then figured that given the games premise that had to be the case. For the game to work you need to want to use Nectar at first - so it makes sense that initially you really do need to use it to do well.
Of course when things are reveresed you need to be able to function without Nectar - and how that will work is less clear at this point... although I suspect its why Mantel troops are wearing a fair amount of bright yellow and have 'shoot me here' bright yellow visors - and of course I'm curious about the whole 'play dead' trick as it implies an overall sneakier life as a rebel, with the focus on getting close, using traps, etc. to turn Nectar from an advantage to a liability.
Try to be reasonable... its easier than you think...
