Thinking about it. The director has already talked about having underwater combat as a dlc. It would be strange to offer it alone without a context. So it seems reasonable that they will make an expansion to introduce the new combat mechanics. Also airship will be coming but that was confirmed as free dlc.
Making more profit via expansions seems like the best way to go.
