I'm not really sure.
There are some countries where, due to the different pricing, make some games a lot cheaper than in others. I remember that not so long ago, when Basil was in India, he said that some games were almost half the price than in the US. That led to some people trying to trick the system and buys games on cheap countries and "gift" (gift on Steam, but sell by other ways) them to other users, something that Valve didn't like and decided to stop.
But I find it stupid that the system implemented to avoid that, also works the other way around. Prices in the US and Europe tend to be on the high side, so avoiding games bought in those regions to be gifted is beyond logic.
