Presumably an office PC, running either on the iGP or on an entry level OEM discrete graphics card à la Radeon R5 220 (18W TDP)

A Hard Drive doesn't consume anywhere close to 50Wh, modern ones come up to one tenth of this consumption. No, the main rason is the hardware: The Espresso CPU consumes a lot less than Cell/Xenon due to small size and low clock rates, while Latte's more modern architecture (Evergreen 2) also means it can reach it's higher processing power while consuming less than Xenos/RSX. The Hard Drive, like I said, while adding to this of course, doesn't change the balance all that much
