It was announced at E3, so a localization is certain.

Every time there's new information, people forget that we were shown concept art from Project Setsuna at E3, but were told it was a little too early in development to show anymore than that. Then there are posts about "I hope it eventually gets localized" even though it was already formally announced at an NA-centric gaming expo.

I never really paid attention to the game until now. Thus,  I didn't know there was a confirmed localization.
