Fallout 4; honorary mention to Mario Maker
I do think some of the other choices are very deserving though objectively. I just happen to be a major Fallout fan so as long as they don't totally screw it up I always pick iterations of it for my Game of the Year (although if you count Bioshock for 2008 then that was pretty competitive with Fallout 3 for me)
