I don't think Microsoft is in the position to money hat any big 3rd party exclusive with its market share. To pay up the costs for the 40-50 million PS4s(by the time their next game would come out) would be too expensive and wouldn't be worth the money. Especially not a japanese game considering how low they sell on Xbox so it would be even more money to pay.
