I actually think it has the most to do with the optical drive just being of better quality (Sony-manufactured Blu-Ray drive in this case). I bet a bad drive COULD scratch a Blu-Ray disc when you turned it sideways while it was spinning...the disc is spinning really fast and it's possible for the hardware to teh suxxor that badly...it's just that the PS3's BD drive holds the discs steady really well, and so shit doesn't get scratched.
Test: move the PS3 while a common CD is spinning. Does it get scratched? No? Then it's the quality of the optical drive that makes the difference, not the scratch-proof coating on Blu-Rays. (if the CD *is* scratched, then ok, the BD coating is the difference, maybe.) Scratch-proof is probably intended to mean: kid-proof.
