Actually it is the same on Xbox One... On PS4 I believe install is way faster for some reason tho but they both support partial download to start to play. And on both of them it is up to the developper to make the game partialy playable or not.

So when he says "you don't on PS4", you do :) It just depends on the game itself, not the platform per say.
