The N64.

That is if the Japanese Sales data has anything to say about it.

They're selling about the same in japan. (N64 might be a little higher...) and they were decent systems with a few really great core franchises from their last system which crushed all competition (SNES/PS2) but just aren't captivating the average gamer anymore and instead are only attracting the really big hardcore fans and really have zero chance to make it back to their former consoles glory and match the previous ones sales no matter how much fanboys want to argue about it.  Likely due to a couple arrogant assumptions. (Nintendo: 3rd parties can't make money without us!, People will buy Cartridges instead of Discs because we're Nintendo.)  (Sony: 3rd Parties can't make money without us!, People will buy this system even though it's way to expensive because we're sony!)

Outside that i'd say the 360.

The PS2 and PS3 are nothing a like in anything really aside from them both being made by Sony. Some of the Software is the same... but then again, so is the NES, SNES, GC, N64 and Wiis. That didn't really stop the N64 and Cube from selling poorly.
