Your title says developer.. Those developers aren't based in China, doesn't matter who owns them. Naughty Dog isn't japanese

Yes, but since they own them. It would be much easier to bring those knowledges back to their country. 

But again, im talkin about the future here. As of present, like i said, they're pretty weak :P.
