No, but definitely will be much bigger than on Wii U alone, and TLOU was one of the best games of previous gen even without PS4 only on PS3, and I expect that Zelda U will be relased on NX and Wii U in same time.
3D Zelda still is one best franchise in industry, and Zelda U will definitely be one of the biggest games of this gen.
