Turn based and action based RPGs can co-exist. And they will. I don't think action is an evolution for turn based.
The strategic aspects in a well made turn based RPGs come from the ability of micromanaging every command for your party members.
On the other hand, The strategic aspects in a well made action RPG come from being 100% of time in control of your character; timing your defensive or offensive stance, taking advantage of the elements of the environment, and perhaps from the overall control over the AI of your party members if a such a system is included.
Action might be the more preferable one nowadays because it makes you feel and live the heat of battle better.
