FF7 is turn-based, but without pauses in the action.

Videos don't lie, and that combat is clearly action based. He can say one thing, but until they actually finish outlining what they want to do, we can't say for sure.

 

I dont think its clear either way, having the menu on screen where you need to select defend or attack or item, also shows its clearly not action based.
