I'm not sure any of it works like that. The original pitch was for 2 films but the movie could have been 1 film due to the content of the book. Infact the first film in the Hobbit series was very lacking of content, somewhat slow paced. The original LOTR film series could have been 9 films based on that logic, 3 films per book. Each of the LOTR books were longer than The Hobbit, yet filled the same amount of films.
And was FF13 supposed to be a 3 part series when they announced it? To me it was just FF13, FF13-2 and LR were spin-offs and sequels like normal, it wasn't announced as a 3 part series.
The issue here is that we've had FF7 in one game before, adding content, splitting the complete story into even just 2 parts doesn't sit right with many. Where do they split it? By disc? That won't work as last disc on PS1 was just northern creator and 'extra' bosses basically, not something that can be split into an entire game really. Knowing there is more to come means each part will feel unfinished as we know there is more. What if someone can't afford all 3? What if someone buys #2 only, will the game start by asking if they picked up Titan Materia from the destroyed reactor or whatever? It's weird to think about.
