I bought Fallout on PC, i am running everything on Ultra at solid 2k and 60fps with barely 1 frame dips.
The only issues i found seem to be texture-glitches but nothing permanent, i actually expected the game to be glitchy but Fallout 4 is running like a pro on PC compared to earlier Bethesda games.
So i had nothing in particular to bring up for the PC when it comes to marketing, except from Unity which was like: WE ALL could see that something ain't right, when High end pc's struggles with a game designed for standard hardware...

It sucks about mods but i have taken a lesson to wait with mods until much later, because patches will remove mods because mods are a replacement of the original source, so it get replaced and rebooted with the original source, the dude should be happy it didn't break his save.

These are the patch notes on PC:

New Features

  • Number pad keys can now be used for remapping (PC)
  • Remapping Activate now works on Quick Container (PC)

Fixes

  • General memory and stability improvements
  • Performance improvements inside the Corvega Assembly Plant
  • Optimizations to skinned decal rendering
  • Fixed issue with player becoming stuck in terminals
  • Fixed issue where equipped weapons become locked after completing "Reunions"
  • Fixed issue with "When Freedom Calls" where the quest would not complete
  • During "Confidence Man" fixed issue where player’s health would continuously regenerate
  • Fixed crash related to jumping into water and reloading saved games
  • Fixed issue where Launcher would not save God Rays Quality setting properly (PC)

It will almost certainly be the same on XO when that patch goes live.  I play on PC, as well, and Corvega has been the worst area of the game for me by far, followed by the streets of Boston during sundown.  The problem has been shadows and the way the engine handles them.  Even people with PC specs well above the recommended levels have been discussing this.  There is no PS4 conspiracy.  The issues are pretty much the same everywhere.
