Expect the latter, AKA your bad scenario. This is Nomura going crazy and breaking up the main game into pieces because he can't contain the scope of the game to a manageable amount, and as the project director, only someone high up on the SE food chain can definitively tell him no. If his idea becomes a huge budgetary concern, don't be surprised if we see a news piece six months from now announcing that Nomura has been taken off the project.
