Turn base can evolve, to not being turn based. Final Fantasy wasnt real turn based since the introduction of the ATB, cause there were no real turns anymore, the ATB system is the first step to the cooldown based gameplay we have on MMOs and a bunch of action RPGs nowadays. FFX was turn based tough. And that bar that fills up on attacks is most likely a Limit Break Gauge, Barret uses a LB and the bar deplets, and so does Cloud (rewatched the video, the bar doesnt deplet but you can see them using LBs at a full bar).

Its not the limit break gauge. That one is further to the right and labeled "limit".

edit: I see someone already told you.

And how does the game decide when a character gets to act?

It is turn based. You're only looking at it from a rigid point of view. You can't issue commands over and over. A character's turn comes up, based on his speed stats (monster or party members), and then that one gets to act. That's a turn. Not one like when you're playing monopoly in which every player's turn is set in stone. But still a turn.

Thats why I said this is the precursor to a cooldown based system, the "turns"in the ATB system are a global cooldown basicaly, when youre off GCD you act, when youre on GCD you dont act but its not truly a turn exactly because its not set in stone, 2 ppl can act simultaneously for instance. Next step was making movement free, than the next one was making normal attacks free and voila, its 100% action based.

That part is still up in the air. We don't know if for example Barret will not take his "turn" in this game by himself or if he just doesnt make a choice until we change to him and give him the instruction. But we do know that the weaker attacks are off this decision (and thus they don't just neatly wait there for their turn). I am inclined to beleive that is what will happen (the characters will continue doing their basic attacks until you switch to them and tell them wich major attack to use) unless theres some sort of gambit's like in FFXII.
