FF7 is turn-based, but without pauses in the action.

ATB is turn based. The turns are simply affected by speed stats and what the character is doing/casting, etc.

If I sit on my behind I die on an ATB system, its not true turn based cause ppl arent taking turns, theyre acting freely regardless of anyone elses turn (whenever theyre ATB fill), you add the capacity to move around freely like we had on Parasite Eve and the system becomes almost 100% action oriented, does anyone here think PE was turn based ?
