VNs are also released for the PC usually as well, though they are very popular on home consoles.
Now that I have had more time to think about my explanation, I can also give you two additional reasons why a Japanese company with a passionate fan base would choose to avoid putting games on PC. Putting a game on Steam drives down the prices of a game. Level-5 and especially Atlus like to maintain high prices on their games (as does Nintendo, though that's neither here nor there). Since their fan bases are passionate, they will buy the games at their high prices. Secondly, both Atlus and Level-5 work with both Sony and Nintendo extensively. Not putting their games on PC or other platforms (which would sell relatively insignificantly) might get them more bargaining power with either Sony or Nintendo.
