Console debut means its debut will be on PS4, nothing else. Wether it's coming to PC or Xbox One or whatever is up to speculation.

No it doesn't, Play It First On PlayStation means it will on PS4. Console Debut means the console version will debut on PS4, but nothing about the PC version. That's why they said Console Debut for No Man's Sky at E3 2015 instead of Play it First On PlayStation for when it was first revealed at E3 2014.
