They were. One tried to eat Ellie while the other pointed a gun at Joel. Big bro sort of redeemed himself afterwards.

Just because Marlene was acting all cool and friendly at the beginning doesn't make her any less of an antagonist by the time the game ends.

 

EDIT: Also, the very first enemy human encounter you stumble upon happens to be a black person who threatens Tess, so there's even that.
