I can't imagine them doing that. Doing both is more likely, though I suppose it's possible that they could move away from the DLC aspect if it generates growth as its own platform.
Personally, I only have a problem with Amiibo if the DLC isn't available to purchase on its own. Put those new costumes or whatever inside the figures but also put it up for sale on the digital storefront.
