How are you playing it? I started out wandering around on my own, exploring, not paying attention to the quests. I was already 15 hours in before I went to the Corvega assembly plant. No different from when I played Skyrim.
It is more rewarding if you pay attention to the logs scattered around and Preston with his minute men is kinda a low point of the game. The side quests are much better. (I guess he's a side quest too, I vaguely remember some baby I'm supposed to start looking for)
Maybe it's a case of open world fatigue. It does ask a lot of your time and these games are never enjoyable when you're in a rush or only have a small amount of time to play. If you could only play an hour of Skyrim at a time you would probably feel the same way.
