I'd say it is pretty unethical.
He is taking advantage of certain rules that were made for completely different reasons, and playing a game for free as a result. Him being a part of society in no way entitles him to just play a game for free with no consequences. That isn't how it works.
Money can't buy happiness. Just video games, which make me happy.
