For leveling up I always go to the forest near Mideel to fight those three bugs which yield a nice amount of EXP. I've maxed out characters in most of my playthroughs, I just sort of have to do that with RPGs.

The underwater submarine has some creatures with nice EXP, I think more than the bugs from Mideel, but the bugs are faster to deal with and appear more regularily than the creatures that give good EXP there.

I think I mastered the red materia once.

I might be mistaken but I think the master summon is the easiest one to get, than again it needs a master Knights of the Round wich will probably take forever and a half. And I always used the enemys on the underwater submarine for leveling.

 

Edit: I forgot about the Earth Harp, by killing emerald weapon you get this iten and can trade it for all 3 master materias.
