I actually don't last time Firaxis put something on the console, it was a dumbed down version of something great. X-Com doesn't need to be dumbed down. 

That and this time they promised a PC specific UI along with full mod support to boot, the game definitely doesn't ened to be dumbed down and in the end if we look at Firaxis's history they are 95% PC devs: https://en.wikipedia.org/wiki/Firaxis_Games . Also last gens combined userbase didn't really sell enough compared to PC so I'm guessing that also played a part.
