Definitely will be bigger project than Mario Tennis and Amiibo Festival, game would be considered like A game, but not if look time or resources they need to make it.
For Pikmin 4 they already have almost everything in Pikmin 3 that can be reused, basically they need just to make new levels, few new enemies and bosses and one or tho new mehanics. We had DLC with new levels for Pikmin 3 only few months after Pikmin 3 launch. Saying all that I think they could make Pikmin 4 for Wii U in around one year, Miyamotoo said that game is near finished around E3 that means that they probably start working on game somwere in second half of 2014.
