It's the same with other games this gen and the last gen to an extent, Witcher 3 got downgraded as well, don't see it being fair to just rag on Bethesda for this let alone it's graphics which their games aren't primarily bought for anyway.
The above shot can be attained through some modding which will no doubt happen with modders on PC (console mods are not going to get every mod under the sun let alone handle all of them so lets be down to earth on that).
Mankind, in its arrogance and self-delusion, must believe they are the mirrors to God in both their image and their power. If something shatters that mirror, then it must be totally destroyed.
