Check at 0:16, 60 fps is not fast enough to keep the background stable. It still looks like multiple images instead of a moving background you can lock your eyes onto and follow. The real upper limit is when the image only shifts 1 pixel per frame. Only that way do you get a perfect image when you follow something across the screen with your eyes. How much you need that is debatable, yet that's the only way to make it indistinguisable from real life. (Granted the resolution is also higher than you eyes can resolve)
