Oh sure, that.  Yes, you can still use a top of the line 3 year old card but you're going to have to reduce settings or resolution to play the most recent games at 60fps.  Mid range cards are going to struggle pretty hard without major setting and resolution changes.

So yes, you can still use them just don't expect the same experience as a high end modern card. 

Graphics haven't stagnated on PC but you've always had the ability to still play new games with older cards just with reduced settings.

 

But on point with the topic, frame rate is a balance on the hardware.  Doesn't matter how powerful the hardware is, a developer can bring it to a crawling slideshow if they try to force more than it can handle (or code it poorly).

That said, I insist on the fact that graphics have stagnated. It's apparent just by looking at the games themselves.
