You're wrong, Epic did make the multiplayer which I was talking about. People Can Fly did the campaign. On top of that, gameplay mechanics of the campaign were mostly left untouched.
edit. oh I just noticed I didn't even mention I was talking about multiplayer, so my bad. But still, Judgment campaign wasn't very good but it was the multiplayer that really pissed people off excluding Overrun which was great.
