Android is based on Linux and in the PC space Linux wants to destroy Windows. Why would MS ever do anything to give Linux a sniff at threatening its main source of revenue? You could say that a big reason for MS to go into smartphones was a defensive strategy against Android. It might have worked better if they hadn't gone all in with a phone company that had completely lost its mojo.
