It's not the same thing, it's a remake. In this industry there seems to be 3 different like of 'Re' things. Reboot, starting again, new mechanics, slightly different gameplay, same basic principle (Tomb Raider is a good example). Remake, take a game from the past and updating it with new graphics features but it's basically the same gameplay as they remade it (see Oddworld New and Tasty). Remaster, taking the game improving the graphics slightly (tweaking to HD or adding in a few extra pologons) but it's the same game (see nearly all remasters this gen). EDIT: Sorry 4, reimagining, that's just changing everything.

FF7 PC on PS4 is the latter. FF7 Remake is meant to be a remake. How can it be a remake if the gameplay is completely different?
